The proposal was approved as an exception to the Development Plan due to the specific need for the 2022 Classic TT and Grand Prix event for one year only.
General Policy 2
Requires development to respect site/surroundings in siting/layout/scale, not adversely affect character, amenity, highway safety, or traffic flows. Officer found temporary proposal acceptable as it would not significantly affect amenities or safety with conditions, despite residential zoning, due to short duration and event need.
Business Policy 11
Tourism development must align with sustainable objectives and countryside protections applied equally. Assessed as compliant for temporary TT-related tourism on previously developed urban site, as an exception justified by overriding event need.
Transport Policy 4
Highways must accommodate development traffic safely. Proposal's low car dependency (taxis/minibuses, near public transport/Grandstand) and conditions for visibility/ parking ensure safe access without adverse traffic impact.
General Policy 3
Prohibits development outside zoned areas except for overriding national need with no alternative. Proposal treated as exception under (g) for TT event on unzoned residential land, balancing temporary tourism need against zoning conflict.

The visibility splays as approved must be provided prior to first use of the development, and maintained as such unobstructed whilst the site is in use, with nothing above 1m in height within the visibility splay areas.
