General Policy 2
Requires development to respect site/surroundings in siting/layout/scale, not adversely affect character, amenity, highway safety, or traffic. Officer found temporary proposal acceptable despite residential zoning conflict as impacts on amenity/highway/character not significant due to short duration, mitigations, and TT need; approved as exception.
Business Policy 11
Tourism development must accord with sustainable objectives and countryside protections. Assessed as compliant for temporary TT tourist units on urban brownfield site supporting event economy without permanent harm.
Transport Policy 4
Highways must accommodate generated traffic safely. Satisfied via Highway Services no objection, on-site parking for 35 cars/100 bikes, visibility splays, and guest transport by sponsors/taxis/buses given TT location.
Time limits and reinstatement
The temporary building/s hereby approved on this site shall not be in situ before the 1st May 2025 and shall be removed from the site by the 30th June 2025. The use hereby approved shall not be in operation before the 23rd May 2025 or after the 9th June 2025. The site shall be restored to its former condition within 5 days of the temporary building/s being removed. 2026 & 2027 - Prior to the occupation/use of the land for the temporary TT Accommodation and associated facilities as for the 2026 & 2027 TT, dates shall be submitted to and approved in writing by the Department for the 2026 & 2027 TT periods which outline the setup, operation and take down periods/dates. These agreed dates shall be fully adhered too.
Visibility splays
Visibility splays of 2.4m x 43m in both directions to the nearside kerb line from the site access to be used as the exit shall be provided prior to first use of the development, and maintained as such unobstructed whilst the site is in use, with nothing above 1m in height within the visibility splay areas.
Parking provision
The parking and motorcycle spaces as shown on drawing "P02" shall be provided and ready for use prior to the occupation of any unit and retained for such use during the temporary period/s (Outlined in C 1).
Boundary fencing
Prior to the occupation/use of the land for the temporary TT Accommodation and associated facilities for the 2025, 2026 & 2027 TT, the fencing as shown on drawings ap100 and ap101 shall be installed (2m in height) and retained for the duration of the occupation of the temporary 2025, 2026 & 2027 TT accommodation. The fences shall be removed within one month after the final 2027 TT event the land restored to its former state.
No bar approval
For the avoidance of doubt no approval is hereby given for the "bar service unit" as shown on drawing P02B.
No significant negative impact upon highway safety, network functionality and/or parking as the site is well established for annual TT use and the site access and layout are acceptable.
No objection
Victoria House Nursery director broadly supports the temporary TT accommodation application but raises concerns about parking, alcohol provision, and boundary security affecting child safety.
