The proposal was approved as an exception to the Development Plan due to the specific, overriding need for temporary tourist accommodation during the 2022 TT event only, for a very limited 16-day oper…
General Policy 2
Requires development in zoned areas to respect site/surroundings in siting/layout/scale/design, not adversely affect character, amenity, highway safety, or traffic. Officer assessed temporary visual harm and amenity/highway impacts as acceptable for 16 days due to TT need, with conditions ensuring safe access/parking; permanent use would be resisted.
Business Policy 11
Tourism development must align with sustainable objectives and countryside protections applied equally. Temporary TT accommodation justified as specific event need on previously developed urban site, not rural.
Transport Policy 4
Highways must accommodate development traffic safely. Site's public transport/Grandstand proximity, low private vehicle use, and visibility/parking conditions satisfy requirements, supported by Highway Services.
General Policy 3
Prohibits development outside zoned areas except for overriding national need with no alternative. Proposal in residential zone approved exceptionally under (g) for TT, identical to precedents.
Time limit and site restoration
The temporary building/s hereby approved on this site shall not be in situ before the 18th May 2022 and shall be removed from the site by the 17th June 2022. The use hereby approved shall not be in operation before the 27th May 2022 or after the 12th June 2022. The site shall be restored to its former condition within 4 days of the temporary building/s being removed.
Highway visibility splays
Prior to the commencement of the development, a plan must be submitted to and approved in writing by the Department to show highway visibility splays of 2.4m x 43m in both directions to the nearside kerb line from the site access to be used as the exit. The visibility splays as approved must be provided prior to first use of the development, and maintained as such unobstructed whilst the site is in use, with nothing above 1m in height within the visibility splay areas.
Car park layout
Prior to the commencement of the development, a plan must be submitted to and approved in writing by the Department to show the car park laid out with spaces of at least 2.5m x 5m in size with a minimum car park aisle width of 6m. The car park must be marked out in accordance with the approved plan prior to first use of the development.
