General Policy 2
Requires development to respect site/surroundings in siting/layout/scale, not adversely affect character, amenity, highway safety or traffic flows. Highways must accommodate generated traffic safely. Conditions ensure visibility splays and parking layout for safety and to prevent overspill.
Temporary use and restoration
The temporary building/s hereby approved on this site shall not be in situ before the 13th August 2020 and shall be removed from the site by the 10th September 2020. The use hereby approved shall not be in operation before the 21st August 2020 or after the 6th September 2020. The site shall be restored to its former condition within 4 days of the temporary building/s being removed.
Highway visibility splays
Prior to the commencement of the development, a plan must be submitted to and approved in writing by the Department to show highway visibility splays of 2.4m x 43m in both directions to the nearside kerb line from the site access to be used as the exit. The visibility splays as approved must be provided prior to first use of the development, and maintained as such unobstructed whilst the site is in use, with nothing above 1m in height within the visibility splay areas.
Car parking layout
Prior to the commencement of the development, a plan must be submitted to and approved in writing by the Department to show the car park laid out with spaces of at least 2.5m x 5m in size with a minimum car park aisle width of 6m. The car park must be marked out in accordance with the approved plan prior to first use of the development.

No CommentThe Council would like to request a time extension on the above planning application to enable the Council's Environmental Services Committee to consider the merits of the application at its meeting on the 18th May 2020.; There is still some doubt as to whether there will be any major events taking place on the Island this year and the Council would like to allow some time for a decision to be made as whether the Festival of Motorcycling will take place.

No ObjectionWhilst the increase in number of accommodation units is proposed to rise from 150 to 169, this rise is unlikely to have a significant bearing on the high traffic movements that arise at such times. Access and parking should remain sufficient based on length of stay and previous levels of occupancy contained within the supporting documentation.; The Applicant is advised to ensure that the site is adequately signed and locational information is supplied in advance to customers to ensure that the site can be found easily to avoid road safety issues arising on approach.
