The key issue was whether the proposed door replacements preserve or enhance the character or appearance of the Conservation Area.
Environment Policy 35
EP35 requires development in Conservation Areas to preserve or enhance the character or appearance of the Area. The officer tested the door replacements against this, finding replication of existing design with colour change preserves character. No enhancement needed as preservation test met.
Planning Policy Statement 1/01 - Conservation of the Historic Environment of the Isle of Man
PPS1/01 sets standards for conserving historic environment in Conservation Areas. Applied alongside EP35; proposal complies as it does not harm and preserves existing appearance through matching design.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Front door colour
The front door must be coloured red or green unless otherwise approved in writing by the Department but it may not have a wood coloured finish (eg mahogany, pine, oak etc). Reason: To ensure that the door is as close to what would have been the original door as possible, given that the site lies within a Conservation Area.
no objection
Isle of Man Victorian Society objects to the front uPVC door replacement in the Peel Conservation Area due to inappropriate design and materials, while Peel Town Commissioners have no objection.
Key concern: inappropriate uPVC front door design and 'brown mahogany' finish in Peel Conservation Area
Isle of Man Victorian Society
Conditional No Objection'As near like for like as possible' is not acceptable; The proposed single top pane of double width like a Magnet door of the 1970's is neither appropriate nor acceptable; Traditional doors were made from softwood and painted, often white, red or green. Expensive imported hardwood doors would not be found on properties of this nature
Conditions requested: four panel Victorian door with recessed panels set behind moulded beads, central mullion between stiles, panels above mid rail glazed with plain glass (no decorative leadwork)
Peel Town Commissioners

ObjectionThe application form states that the doors are to be 'as near like for like as possible' but on the quote submitted with the application is a note that the front door is to be 'brown mahogany' which is not mentioned elsewhere
