Housing Policy 14
Housing Policy 14 permits replacement dwellings not substantially different in siting and size to the existing (generally no more than 50% larger floor area, on the footprint), unless changes result in environmental improvement; allows larger dwellings replacing poor form with traditional character or less visual impact, following design policies in Planning Circular 3/91. The officer referenced this as per previous applications, noting the proposal's modifications (partially on existing footprint, reduced extension and curtilage, moved forward for manoeuvring) addressed prior refusal concerns. No change in policy application justified refusal.
Time limit
The use hereby approved shall be for a limited period of 1 year from the date of this approval and on (or before) the expiry of this approval the use shall be discontinued and the temporary building removed from the site. Reason: The development has only been found to be acceptable on a short term basis because it meets a specific need.
Landscaping scheme
All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the construction of the proposed dwelling. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species. REASON: the landscaping of the site is an integral part of the scheme and must be implemented as approved.
