General Policy 3

Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Wildlife protection
The development shall not take place other than in accordance with the Manx Wildlife Trust's Precautionary Working Method Statement for Common Lizard and Schedule 8 non-native invasive species submitted in support of the application. Reason: In the interests of protecting and enhancing the biodiversity of the environment, and to ensure that the development does not contravene Environment Policy 4 of the Strategic Plan.
No additional garages
Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 2012 (or any Order revoking and/or re-enacting that Order with or without modification), no garages or car ports shall be erected within the curtilage of the dwelling hereby approved, other than that expressly authorised by this approval, without the prior written approval of the Department. Reason: To control development in the interests of the amenities of the surrounding area.
No extensions or alterations
Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 2012 (or any Order revoking and/or re-enacting that Order with or without modification) no extension, enlargement or other alteration of the dwelling(s) hereby approved, other than that expressly authorised by this approval, shall be carried out, without the prior written approval of the Department. Reason: To control development in the interests of the amenities of the surrounding area.
Landscaping implementation
All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the dwelling, whichever is the sooner. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species. Reason: The landscaping of the site is an integral part of the scheme and must be implemented as approved.
Parking and turning
The development hereby approved shall not be occupied or operated until the parking and turning areas have been provided in accordance with the approved plans. Such areas shall not be used for any purpose other than the parking and turning of vehicles associated with the development and shall remain free of obstruction for such use at all times. Reason: To ensure that sufficient provision is made for off-street parking and turning of vehicles in the interests of highway safety.

Conditional No ObjectionCommon lizards are protected under Schedule 5 of the IOM Wildlife Act 1990 which makes it an offence to intentionally kill or injure them.; In order to mitigate against injury to this species we support the advice of the Manx Wildlife Trust that Precautionary Working Method Statement for Common Lizard must be undertaken prior to works to cut or lower the sod hedge.; We would ask that this be made a condition of the application should it be approved.
