General Policy 2
GP2 permits development in line with Area Plan zoning if it respects site/surroundings (siting, layout, scale, form, design), does not harm townscape character, amenities, habitats, views, road safety, or adjoining land uses. The officer found the cladding complies fully, as it is appropriate for the commercial building's varied elevations, not visible due to neighbouring structures, and causes no adverse amenity or character impacts. This supported the recommendation for approval.
Environment Policy 36
ENV36 permits development outside but close to a Conservation Area only if it does not detrimentally affect important views into/out of the area. The site is directly opposite Athol Street Conservation Area, but the officer noted no adverse impacts from the cladding, given its location and design.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
