The original planning application 08/01601/B for additional use of Andreas Church Hall for day care was permitted by the Planning Committee despite concerns over parking and highway safety. Appellant Mr D Stiles appealed, arguing that parking on double yellow lines and a muddy car park would exacerbate highway safety issues and harm amenity. Applicants and the Committee countered with a traffic survey showing low impact, most children walking, existing hall uses, and that illegal parking is not a planning matter. Inspector David G Hollis conducted a site visit and concluded no significant detriment to highway safety or residential amenity, assuming compliance with double yellow lines and noting alternative parking options. The appeal was dismissed, confirming the approval under Article 6.
