General Policy 2
Presumes in favour of development in Existing Residential zoning provided it respects site/surroundings in siting/layout/scale/design, avoids adverse impacts on character, wildlife/habitats/watercourses, amenities, access/parking/road safety, and does not prejudice adjoining land. Community Policy 3
Permits loss of community facilities only if no longer practical/desirable for existing or alternative community use. Officer accepted loss as building unused for some time, non-viable for maintenance, supported by prior Committee approvals for demolition/replacement.

Protects wildlife/habitats; requires bat survey pre-works with mitigation if found, per Wildlife Act 1990. Condition ensures compliance, with DEFA Ecosystems advice recommended.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Bat survey and mitigation
Prior to the undertaking of any works on the conversion of the building, a survey for bats, which are protected under the Wildlife Act 1990, must be undertaken and approved by the Department and if any bats or their roosts are found, appropriate mitigation must be undertaken in accordance with a scheme to be approved by the Department and the development must be undertaken in accordance with these details. Reason: in order to comply with Environment Policy 4 of the Strategic Plan. Note: the advice of DEFA Ecosystems Policy Office is recommended in this respect.
