The proposal involves installing three GRP tanks, each 3.05m in diameter and 4.34m high with 30 cubic metre capacity, inside an existing bund capable of holding 52 cubic metres, at the Meary Veg Sewage Treatment Works in Santon. Yara Nutriox is a chemical used to prevent hydrogen sulphide in sewer maintenance.

The proposal was approved because it complies with Environment Policy 22 and 24 of the Isle of Man Strategic Plan 2016. Despite the site being in an area not designated for development and not meeting…
Environment Policy 22
Policy seeks that development will not be permitted where it would unacceptably harm the environment. Officer assessed that the proposal, within an existing operational sewage works with risk assessment and no consultee environmental concerns, would not cause unacceptable harm.
Environment Policy 24 - Pollution sensitive development
Policy requires EIA or suitable information for developments likely to significantly affect the environment, per Appendix 5 which includes chemical storage. Officer found EIA not required as not on England/Wales list, supported by Nutriox risk assessment, no departmental concerns, and site's operational context.
General Policy 3
Prohibits development outside zoned areas except specified exceptions; proposal does not meet exceptions but accepted due to site's long-established sewage treatment use and historical zoning.
Environment Policy 1
Prevents development adversely affecting wildlife except in exceptional circumstances. No issues raised as Ecosystem Policy Officer confirmed no impact.
Environment Policy 4
Development must not adversely affect wildlife; Department seeks site-specific advice. Consultee advice confirmed no impact on habitat.
Environment Policy 5
Accepted developments under ENV4 must minimise disturbance and provide mitigation if needed. No disturbance or mitigation required as no ecological impact.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
No Highways Interest.
Proposal would not impact current discharge license conditions; review of bund advisable to ensure sufficient capacity.
Do not think the proposal will have an impact upon the remaining habitat.
Multiple consultees responded to the planning application with no objections from DOI Highways and DEFA Biodiversity, a conditional no objection from DEFA EPU and Santon Parish Commissioners regarding bund capacity, confirming overall support with conditions.
Key concern: bund capacity insufficient to contain full volume of chemical tanks
DEFA Biodiversity
No ObjectionI don’t have any comments.; they are to be built on an already hard surfaced bit of land so shouldn’t impact on some of the little remaining habitat
DEFA EPU
Conditional No Objectionthe development will not impact on the discharge license conditions; A review of the bund is advised to ensure it has sufficient capacity to contain the volume of the chemical if there is a leak to ensure the surrounding environment is protected.
Conditions requested: A review of the bund is advised to ensure it has sufficient capacity to contain the volume of the chemical if there is a leak
Santon Parish Commissioners
Conditional No ObjectionWe have no objection to the basic proposition of the installation of the tanks.; the bunded area in which the three proposed tanks are to be placed only has a capacity of some 52 cubic meters, compared to the 90 cubic meters capacity of the proposed tanks.
Conditions requested: planning consent should include a requirement for the height of the bunded wall to be increased so as to be able to receive the entire contents of tanks within them on failure; additional 50cm of bunded wall
