The officer found the proposal acceptable in principle under Strategic Policy 1 as it optimises use of redundant buildings at risk of disrepair, confirmed safe by DEFA Environmental Protection Unit.
Strategic Policy 1
Requires optimising use of redundant buildings and previously developed land, efficient site use, and utilising existing infrastructure. Officer assessed proposal reuses redundant sludge buildings confirmed safe and at risk of disrepair, with no expansion, aligning with (a) and (c) criteria.
General Policy 3
Permits development outside zoned areas on previously developed land with significant buildings where redundant and redevelopment improves landscape/environment. Site has large amount of built form; refurbishment reduces impact by removing equipment without footprint increase, meeting exception (c).
Environment Policy 22
Prohibits development harming environment/amenity via pollution, emissions, odour, noise etc. New less intensive use and site clearance confirmed safe by DEFA reduce prior sludge processing impacts; no issues anticipated.
Environment Policy 24 - Pollution sensitive development
Allows pollution-sensitive development near sources only with safeguards. Not directly applied but supports assessment that pollution impacts limited/decreased, with DEFA confirmation of safety measures.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Use restriction
The former sludge dryer and storage buildings shall not be used for the sale, lease or distribution of any products or services unless otherwise agreed in writing with the Department. Reason: The approval hereby granted is only for the use of the buildings for storage, archiving and workshop.
