The original application (07/00240/B) for erection of an agricultural building was refused by the Planning Committee primarily due to lack of need on a non-viable holding and concerns over design encouraging future residential use. Appellants argued the building was essential to utilise the 35-acre holding, matched existing structures, and was designed to prevent residential conversion. The Council defended the refusal citing no current agricultural activity, appellant's non-agricultural employment, and precedent appeals emphasising care against dwelling-like designs. The Inspector concluded there was no justification for any agricultural building absent current use or evidence of viable future plans, rendering design immaterial, and recommended dismissal to protect countryside policies. The appeal was dismissed.
