20 September 2017 · Delegated - Senior Planning Officer Sarah Corlett
Field 214380, Lane From Sandygate Road To Upper Ballacryre, Sandygate, Ramsey, Isle Of Man, IM7 3bs
The proposal involves building a small detached L-shaped structure (10m x 7.2m, 2.9m ridge height) comprising two stables and a haybarn for private use with 2-3 horses on a 40m x 30m grazing field 60m south of the applicant's house, separated by mature planting and fencing.

The site is on unzoned white land in the countryside, subject to a general presumption against development under General Policy 3(f) and Environment Policy 1, with exceptions for essential agricultura…
General Policy 3
Prohibits development outside zoned areas except specific cases including 'building and engineering operations essential for agriculture or forestry' (f). Officer applied the general presumption against countryside development but found equestrian exception via other policies justified approval.
Environment Policy 1
Protects countryside/ecology from adverse development unless overriding national need with no alternative. Officer confirmed proposal would not 'adversely affect the countryside' due to limited impact.
Environment Policy 15
For agricultural/horticultural buildings with proven need, requires siting near building groups, appropriate scale/materials sympathetic to landscape; exceptional only in exposed/isolated areas. Officer noted less applicable (equestrian not strictly agricultural) and proposal isolated, but impact acceptable with conditions.
Environment Policy 21
Prohibits horse stabling buildings detrimental to countryside character via siting/design/size/finish; must use purpose-specific design/materials, no cavity walls. Officer found this 'most relevant', satisfied by revised timber construction, small scale, and minimal visibility: 'manages to satisfy the key tests'.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Use restriction
The building must be used only for the stabling of animals and the storage of associated feed and/or equipment. REASON: The countryside is protected from development and an exception is being made on the basis of agricultural need. As such the building must be used for the purposes for which it is approved.
Removal if use ceases
The stables and barn hereby approved shall be removed and the ground restored to its former condition in the event that it is no longer used or required for the stabling of animals and associated feed and/or equipment. Reason: The building has been exceptionally approved solely to meet agricultural need and its subsequent retention would result in an unwarranted intrusion in the countryside.
