The original application sought permission for an extension to the dwelling including a double garage, utility room, store, and first-floor playroom/guest room, refused by the Planning Committee citing Circular 3/89 on renovation of buildings in the countryside. Appellants argued the extension was modest, sympathetic in design, not precluded by prior circulars, and the area constituted a hamlet allowing development. The inspector found the extension non-modest, increasing bulk and massing contrary to Circular 3/89, and dismissed hamlet arguments as the area remained predominantly rural. The appeal was dismissed on 10 January 2001 by Mr. R. E. Quine acting as deputy to the Minister.
