The original application 12/01196/B for alterations, single and two-storey extensions, and replacement windows to dwelling Algonquin in Marown was refused, primarily due to conflict with Planning Circular 3/89 on renovation of buildings in the countryside, concerns over impact on a tree (disputed), and excessive scale. Appellants argued the area is a hamlet per recent appeals, the extension is modest (2.2 times original size, 63% footprint increase), sympathetic design, and compliant with Circular 1/88 allowing sympathetic alterations. The Council defended refusal citing prior conversion under Circular 3/89 which limits further extensions to modest essential facilities only. Inspector concluded the area remains predominantly rural, extension not modest or essential, substantially increasing bulk and prominence contrary to Circular 3/89. Appeal dismissed as recommended.
