General Policy 2
Requires development to respect site/surroundings in siting/layout/scale/design, not adversely affect character, amenity, access/parking, road safety or adjoining land. Officer assessed proposal compliant as extension fits business park character, minimal amenity impacts due to separations/mutual overlooking, cycle provision addresses parking, no highway concerns.
Business Policy 5
Permits industrial/storage on industrial land, limited retailing. Site zoned Industrial/Business Park; extension ancillary to established offices, no retailing proposed, so compliant.
Business Policy 7
Offices normally in centres, exceptionally in business parks for corporate HQs without day-to-day callers. Park House established as single-company offices; extension for staff amenity maintains this, condition to restrict use.
Transport Policy 7
Requires parking per Appendix 7 standards (offices 1:15sqm nett outside centres, per addendum). No net increase calculated (28 spaces both existing/proposed), cycle shelter substitutes shortfall, public transport access, Highways no objection.

Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Cycle shelter and changing facilities details
Prior to the commencement of the development hereby approved, details of Staff Cycle Shelter (shown on Drw. No. 264/002 Rev A received 7 December 2021), and the changing facilities and locker areas (referred to in Agents Correspondence received 24 November 2021), shall be submitted to and approved in writing by the Department. Prior to the second floor accommodation being brought into use, the Staff Cycle storage, changing facilities and locker areas shall be provided strictly in accordance with the details, and thereafter retained as such. Reason: to ensure this development complies with the energy efficiency requirements of the Strategic Plan and to future proof the development.
Restrict second floor to staff breakout space
The second floor of the building hereby approved shall only be used in full accordance with drawing number 264/020a as a 'staff breakout space' and shall not be used as office space. Reason: For the avoidance of doubt and as the application has been assessed on this basis only in relation to car parking demand and provision.
Do not oppose
No objection to the application, but suggest condition if space converted to offices requiring new application
Multiple third-party representations object to the Park House office extension primarily due to inadequate parking and shared parking rights disputes; Braddan Parish Commissioners raise no objection with a condition; Highways Division notes no significant impact on another application but not directly for this one.
Key concern: dispute over exclusive rights to shared neighbourhood centre parking spaces confirmed by multiple property deeds
Highway Services Division
No CommentAfter reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety and network functionality. The proposal is likely to have a beneficial impact on the site operation due to the additional 13 car parking places... following concerns raised prior to the grant of approval for: 21/01108/B.
Braddan Parish Commissioners
Conditional No ObjectionThe Board noted that the application related to “break out” space which did not appear to provide accommodation for extra staff which could lead to the need for additional parking.; Other than this, the Commissioners had no objection.
Conditions requested: condition be included on any approval that, should the space be converted to offices with an opportunity for additional staff, a new application should be submitted
