General Policy 2
Requires development to respect site and surroundings in scale, form, design; not adversely affect character of townscape, amenities, or road safety. Officer found proposal compliant due to commercial context, controls, and no Highway objection, but Committee determined screens would distract drivers and harm streetscene/amenities in mixed area, failing policy tests.
General Policy 6
Permits advertisements in towns/villages if high design standard relating to site/building, in keeping with area, and no highway hazard. Officer assessed as acceptable given industrial zoning, precedents, and conditions; Committee found size/design/position caused distraction and character harm, conflicting with (a), (b), (c).
General Policy 7
Generally not permitting advertisements unrelated to the site/building. Officer deemed neutral impact acceptable in commercial park context, citing appeal precedents interpreting policy leniently due to Regulations 2013; not explicitly cited in refusal but underlying principle considered.
Do no oppose (DNOC) the application subject to the conditions requested on the 24 May 2023 by HDC attached to permission.
