Planning Circular 1/88
This circular sets the Department's general presumption against new development in open countryside. The officer applied it strictly to the site, an agricultural field not designated for development, finding no agricultural worker need or other justification to override the presumption. The lack of any functional need for the dwelling in this location created tension with the policy's aim to prevent unwarranted countryside sprawl.
