General Policy 2
GP2 permits development in accordance with Area Plan zoning if it respects site/surroundings in siting, scale, design; does not harm townscape character, residential amenity, highway safety, or require unacceptable services. The officer found the conversion complies, with minimal external changes respecting the terraced street scene, no adverse amenity or traffic impacts, and conditioning ensuring design fits the locality.
Housing Policy 17
HP17 generally permits building conversions to flats in residential areas if adequate space for drying/refuse/amenity/parking is provided and flats have pleasant outlooks. Assessed for single dwelling use, the officer confirmed adequate rear bin storage, acceptable outlooks akin to local terraces, and proximity to town centre justifying limited parking; no flats created but principles applied positively.
