Phase One, Fields 131161, 131047 & 134070, Ormly Fields With Access Via Vollan Crescent Ramsey

Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Approved drawings
Subject to the other conditions of this notice, this approval relates to drawing nos. 09A, 10D, 11D, 60, 61, 62, 63, 64, 65, 66, 67, 68,69, 70 and 71 date-stamped the 5th November 2004 and S112 P4 submitted at the Public Inquiry.
Highway connection prior to occupation
Prior to the occupation of the dwellings there must be a direct connection from them to the existing highway, via footways and carriageways that are adequately lighted and completed up to and including a base level of approved specification to the satisfaction of the Planning Authority after consultation with the Highway Authority.
Parking and access prior to occupation
No dwelling shall be occupied until the parking facilities and vehicular access have been completed to the satisfaction of the Planning Authority after consultation with the Highway Authority. Such parking facilities and vehicular access shall be retained thereafter.
Estate road completion
Prior to the commencement of work on the penultimate dwelling the estate road must be completed to the satisfaction of the Planning Authority.
Home Zone features
On completion the development shall become a Home Zone. Home Zone features at the access point(s) must be constructed to the satisfaction of the Planning Authority after consultation with the Highway Authority.
Archaeological notification
The Manx Museum and National Trust (Manx National Heritage) must be informed of the date of commencement of works and be given access and opportunity at all reasonable times to inspect the site, observe all excavations and investigate any archaeological features exposed.
Landscaping details
No development shall take place until full details of both hard and soft landscape works have been submitted to and approved in writing by the Planning Authority and these works shall be carried out as approved. These details shall include internal and boundary planting, the layout and equipment within the play areas and other public open space, effective screening by means of trees and bushes along the Western boundary, and the re-establishment of the Manx Hedge along the Eastern boundary; the details shall also include an Implementation Programme, such Programme to provide for the treatment of the Western and Eastern boundaries to be completed before occupation of the first dwelling.
Landscaping implementation
All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in accordance with the Implementation Programme and the whole Programme shall be completed in the first planting and seeding seasons following the completion of the development. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species.
Underground services
All services within the site shall be laid underground, including electricity and telephone.
Obscured glass
All windows on the Western elevation of a dwelling on Plot 41 facing 27 Rheast Mooar Lane shall be of obscured glass.
Materials approval
Prior to the commencement of development details/samples of the external appearance and colour finishes of the buildings must be submitted to and agreed by the Planning Authority.
Related permission condition
No works may commence until such time as condition (4) of the approval granted on Appeal in respect of PA04/2311 has been discharged by the Department.
