The original approval in principle (PA 00/1251) for a bungalow was granted in 2001 on appeal, primarily to accommodate the appellant's mother, a retired farm worker, under exceptional circumstances per Planning Circular 3/88. This expired in July 2003, and the detailed application (03/0985/B) was submitted shortly after and refused by the Planning Committee in 2003, confirmed on review in 2004. Appellant argued ongoing benefits including better farm supervision and maintenance issues with the existing large farmhouse. The Planning Committee defended refusal citing changed circumstances (mother's death), no overriding agricultural justification, and conflict with countryside protection policies like O/RES/P/22. Inspector R E Wilson, following a public inquiry on 20 July 2004, concluded that convenience arguments did not justify an exception to countryside policies and recommended dismissal on 21 August 2004.
