General Policy 2 permits development in accordance with land-use zoning and Area Plan if it respects site and surroundings (siting, layout, scale, form, design, landscaping), does not adversely affect townscape character, and does not harm local residents' amenity or locality character. The officer assessed parking (overcome by survey), external windows (no harm to industrial/mixed character), and amenity (no noise/traffic impact given site constraints and mixed uses), finding full compliance despite residential zoning, as it is a departure referred to Committee.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Parking layout completion
Prior to the occupation of the additional areas of nursery shown on drawing no. 20/3036/04 hereby approved, the parking layout (including line painting and hooped parking barriers) as shown on drawing no. 20/3036/06 shall be completed & retained as such thereafter. Reason: In the interest of highway safety and ensure adequate parking provisions.
