General Policy 2
Requires development to respect site/surroundings in siting/layout/scale, not adversely affect amenity/character/highway safety/parking, and provide safe access. Officer assessed the nursery as compatible in the mixed-use area, with adequate on-site/drop-off parking, nearby disc zones, and no highway objection, confirming compliance despite residential zoning.
Community Policy 2
New community facilities should serve local population, be accessible to non-car users, and re-use vacant/underused buildings where possible. The nursery re-uses vacant ground floor warehouse, is accessible by foot/bus with nearby parking, and serves public/gym members locally.
Transport Policy 4
Highways must accommodate development-generated vehicles/pedestrians safely. Parking surveys from prior approval showed space availability near site during nursery peaks; nine spaces plus layby deemed sufficient, supported by no Highway Services objection.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Maximum child capacity
The maximum number of children attending the building at any one time shall not exceed thirty two. Reason: In the interests of the amenity of the surrounding area along with highway safety and parking and to safeguard the welfare of children.
