General Policy 2
GP2 permits development in accordance with land-use zoning and other policies if it respects site surroundings in siting, scale, design; does not harm landscape/townscape, amenities, highway safety, or traffic; and provides adequate access/parking. The officer assessed the internal conversion as compliant, given prior approvals for similar uses, no child number increase, minimal traffic impact, and location in a mixed-use area zoned Predominantly Residential under Douglas Local Plan (no specific local policies applied). No tensions noted as the proposal makes use of vacant space without external changes.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Maximum children limit
The maximum number of children attending the building at any one time shall not exceed thirty two. Reason: In the interests of the amenity of the surrounding area along with highway safety and parking and to safeguard the welfare of children.
