After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and /or parking, as the site is accessed from a low traffic route which then offers multiple directions to the wider highway network.

Mitigation for bats is therefore required and has been included in Appendix I of the MBG’s report.; The applicants should be advised that it is a legal requirement for a similar written method statement to be obtained from the EPT for the work on the barn.; no information has yet been provided showing where this mitigation is to be provided

Conditions requested: works to be undertaken in line with the mitigation detailed in the MBG report dated July 2023 and with the Proposed Site Plan and Floor Plans drawings; no permanent outdoor lighting to be installed unless a sensitive low level lighting plan, following best practise, as detailed in the Bat Conservation Trust and Institute of Lighting Professionals Guidance Note 08/23 - Bats and Artificial Lighting (2023), has been submitted to Planning and approved in writing; no development to commence unless a bird mitigation plan has been submitted to Planning and approved in writing; no works to commence unless a soft landscaping plan, including details of replacement native trees planting, has been provided to Planning and approved in writing
