The officer assessed visual impact first, noting the flat-roofed functional design 'cannot be said to be attractive' but acceptable due to 1m lower ground level, 2.5m screening fence, and limited publ…
General Policy 2
Requires development to respect site/surroundings in siting/layout/scale/design/landscaping, not adversely affect character/amenity/views/habitats/access/safety/services. Officer assessed visual impact limited by screening/topography, parking improvements, tree replanting, no amenity/safety issues, thus compliant.
General Policy 3
Permits development outside zoning for location-dependent uses of national need with no reasonable alternative. Site partly Open Space but Police Headquarters zoning and custody suite operational need justified as overriding.
Recreation Policy 2
Prohibits loss of open space/recreation unless no significant effect. Grass bank regrading not utilised by sports pitch users, thus no unacceptable effect on provision/character/amenity.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Approved plans
The development hereby permitted shall not be carried out except in full accordance with the submitted documents and the following plans 1432-LOC-02a, 1432-AP-01a, 1432-AP-02, 1432-AE-01, 1432-LS-01a and 1432-APS-01 received on 17th September 2013 and 10th October 2013.
Landscaping scheme
No development shall take place until full details of soft landscaping works have been submitted to and approved in writing by the Planning Authority and these works shall be carried out as approved. Details of the soft landscaping works include additional tree planting along the northern boundary of the site, as well as hedgerow planting immediately to the northward side of the approved fence line. All planting shall be carried out in accordance the approved details in the first planting and seeding seasons following that first occupation. Any trees or shrub which within 5 years from the completion of the development dies, is removed or becomes seriously damaged or diseased shall be replaced in the next planting season with another of similar size and species unless the Planning Authority gives written consent to any variation.
Car park and roadway
Prior to the occupation of the approved custody suite the roadway and car park as shown on drawing 1432-AP-02 are required to be laid out and must be maintained and retained thereafter.
No objection; proposed layout improves car parking; recommends conditions for car park completion prior to occupation and no use for storage.
no objection to the proposals
no objection subject to no surface water discharge to foul drainage
no objection to tree removal with replanting; existing trees relatively small, no unacceptable loss of visual amenity if replanting carried out
