General Policy 2
General Policy 2 sets general standards towards acceptable development. The officer assessed the proposal against it and found compliance due to no significant impacts on public or private amenities. This was the primary policy test, supported by the lack of harm in visual, amenity, parking, and highway terms.
Strategic Policy 1
Strategic Policy 1(a) requires making best use of existing or underused sites. The modular building utilises underused car park space within the police headquarters curtilage for an operational fitness suite, aligning with efficient use of civic land.
Spatial Policy 5
Strategic Policy 5 requires new development to make a positive contribution to the environment. The low-profile modular structure was considered acceptable in design terms, not prominent visually, and consistent with existing site buildings.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Tree retention
The existing trees (adjacent to the site) shall be retained in accordance with the approved details. In the event that trees become damaged or otherwise defective during such period, the Department shall be notified as soon as reasonably practicable and remedial action agreed and implemented. In the event that a tree dies or is wilfully removed without prior consent it shall be replaced as is reasonably practicable and, in any case, by not later than the end of the first available planting season, with trees of such size, species and in such number and positions as may be agreed with the Department. Reason: To safeguard the appearance of the development and the surrounding area.
No significant negative impact upon highway safety, network functionality and/or parking as it will have a minimal impact on existing parking supply on the site.
No objection.
No objection subject to standard tree retention conditions.
