General Policy 2
Requires development in accordance with zoning and plan policies to respect site/surroundings in siting, layout, scale, form, design, landscaping; not adversely affect landscape/townscape character, resident amenity, provide satisfactory standards including access/parking, no adverse road safety/traffic effects, and account for safety/security. Officer tested proposal against these criteria, finding reorientation and dwellings compliant as no greater neighbour impact, acceptable appearance/finish, adequate space/parking, highways compliant.
Housing Policy 5
Requires affordable housing provision. Officer noted three units (C51, C53, C54) relocated but retained as affordable per prior agreement; secured via new Section 13 legal agreement specific to this application.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Approved plans
This permission relates to the erection of six apartments and three detached dwellings and associated landscaping and parking all as shown in drawings 2313.506.10, 2313.509.3, 2313.509.1, 2313.506.11, 2313.509.2, 2313.510.12, 2313.510.13 and ADR_CO2 all received on 13th November, 2012.
Road and parking completion
Prior to the occupation of the dwellings and apartments hereby approved, the approved road layout up to the application plots including parking areas must be laid out to at least base course level and available for use by occupiers of the approved dwellings and apartments.
Obscured glazing
The bathroom windows in the southern gable of the approved apartment block must be fitted with glass obscured to Pilkington Level 5 or equivalent and retained as such unless otherwise approved in writing by the Planning Authority.
