Environment Policy 35
ENV35 states that within Conservation Areas, the Department will permit only development which preserves or enhances the character or appearance of the Area, protecting special features. The officer assessed the sign against this, finding it failed as it introduced an incongruous feature detrimental to the street scene and visual amenities. No tension noted, but direct failure due to modern design.

ENV37 permits advertisements in Conservation Areas only if they preserve/enhance the area, use appropriate style, traditional materials excluding glossy/reflective ones, and exclude internally illuminated box fascia and projecting box signs. The proposal failed all criteria: uPVC face, internal illumination, and box style were specifically excluded and inappropriate for the locality. Officer highlighted this as grossly inappropriate after Conservation Officer input.
