Douglas Borough Council objects due to unsafe rear lane access for waste services caused by cliff instability; DEFA Ecosystem Policy requests bat and bird mitigation conditions; Manx Utilities Authority raises pre-demolition drainage requirements with no objection.
Key concern: stability of the cliff face preventing safe waste collection
Douglas Borough Council
Objectionthe Committee resolved to raise an objection against the proposed development; Although the principal of developing apartments was welcomed by the Committee there are still concerns over the stability of the cliff face; the Council’s waste services team would be more than happy to discuss what is required by way of waste storage and collection
DEFA Ecosystem Policy Officer
Conditional No ObjectionThe UK Bat Conservation Trust recommend that bat surveys are undertaken prior to the demolition of any buildings located immediately adjacent to woodland and/or water; we aware of the difficulties in being able to properly assess the buildings because of its height. Therefore rather than request surveys prior to determination, the Ecosystem Policy Team request that a condition is secured
Conditions requested: no works, including demolition, to take place unless a Precautionary Working Method Statement (PWMS) for roosting bats and nesting birds, written by a suitably qualified ecological consultancy, has been provided to Planning and approved in writing; PWMS should include measures for the protection of any roosting bats or nesting birds which may be present, and may include soft demolition methods and timing constraints; PWMS should include details of the actions that should be taken should bats or birds be found, and compensation measures for the loss of any nest or roost site including bird and bat bricks/boxes or dedicated spaces; PWMS must then be followed throughout demolition and construction
Manx Utilities Authority
No ObjectionPlease note the following comments prior to any demolition works being carried out
Conditions requested: Contractors are to ensure all private drains are capped off properly prior to demolition; Keep hoardings clear of all manholes in the area as access is required all times
