The site is in an area of High Landscape Value and Scenic Significance not zoned for development, requiring that lighting must not harm landscape character or be essential (EP2).
Policy L/OSNC/PR/1
Presumption against development in areas designated as open space. Site is high landscape value but existing approved arena constitutes prior development; lighting assessed as ancillary and mitigated to not significantly harm character.
General Policy 3
Restricts development outside zoned areas except for essential agricultural operations. Equestrian arena lighting considered essential for conduct of agriculture (equestrian activity).
Environment Policy 2
Protects character of High Landscape or Coastal Value (AHLV) areas unless no harm or essential. Assessed that reduced lighting levels, design, screening and limited use show 'would not harm the character and quality of the landscape'.
Environment Policy 20
Presumption against large scale equestrian developments in AHLV unless exceptional. Lighting ancillary to approved smaller-scale arena; mitigations provide exceptional circumstances.
Environment Policy 22
Prohibits unacceptable light pollution harming environment or amenity. Low spill (<15 lux outside), no significant impact on nearby properties or landscape demonstrated via plans and photomontage.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Landscaping scheme

Details of the soft landscaping works include details of the tree planting (type, size & amount) along the southern and south-eastern corner of the outdoor riding arena. All further planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species. Reason: To ensure the provision of an appropriate landscape setting to the development.
Lighting hours
The lighting may be in use only between the hours of 1600hrs and 2000hrs. Reason: In the interest of visual amenity of the countryside.
