Field Number 614732 Baldrine Farm, Baldrine Road, Baldrine, Isle Of Man, IM4 6eg
The proposal sought permission for six 6m high columns each with 400W sodium floodlights around the perimeter of an all-weather manège (riding arena) approved in 2010 at Field 614732, Baldrine Farm, on the south side of Baldrine Road in a rural countryside location designated as high landscape value and scenic signific…

The officer concluded that 'given the elevated position of the site combined with the number, height and type of lighting proposed, [the proposal] would result in unacceptable harm to the character an…
Environment Policy 2
Requires protection of AHLV character unless no harm to landscape quality or location essential. Officer/inspector assessed floodlights would cause unacceptable harm via illumination (not poles), due to elevated site, lack of lighting evidence, and prior exclusion from arena approval; no evidence showed essentiality or no-harm.
Environment Policy 19
Permits equestrian development in countryside if no amenity loss etc. Inspector noted relevance but found lighting would harm amenity via likely light spillage; arena itself previously accepted.
Environment Policy 20
Presumption against large-scale equestrian in AHLV unless exceptional. Prior arena approval cited sufficient circumstances without lighting; current proposal failed as illumination increased visual impact.
General Policy 3
Restricts countryside development except specified cases including agriculture/forestry essentials and equestrian. Arena approved as farm diversification; lighting not justified as essential.
Policy L/OSNC/PR/1
Presumption against development in open space/agricultural areas. Equestrian exception applied to arena but not extended to lighting due to landscape harm.
Supportive provided efforts made to minimise light overspill; downward direction better than current intrusive stable-mounted lights
Lonan Parish Commissioners strongly object to the retrospective flood lighting installation due to light pollution, glare, and adverse impact on residents' amenity; one resident supports with conditions for shielding, another raises concerns about light pollution and road safety.
Key concern: unacceptable glare, halo effect over Baldrine, and adverse impact on residents' night time amenity
Lonan Parish Commissioners
Objectioncreated an unacceptable glare and illumination across the area below, and created a halo effect over Baldrine. Without doubt this has had an adverse impact on the night time enjoyment and amenity of residents in the area.; no indication that measures will be taken to strictly confine the direction and source of the light to the riding arena itself

SupportI am supportive of the planning application, provided efforts are made to minimise the light overspill from the lighting installations.; 6off 6m high lighting posts, which provided the illumination is directed downwards should be better than the current lights mounted on the side of stable, which are very intrusive
Conditions requested: efforts to be made to minimise the light overspill (beyond the ménage) from the lighting installations; illumination directed downwards

Conditional No ObjectionThough not objecting per se to the retrospective request for planning permission I am concerned that the lack of proper shielding of the floodlights has meant that while driving home at night the direction and brightness of the lights have caused me problems; the level of 'light polution' form this stables' lighting does mean that I am unable to enjoy viewing the stars at night
Conditions requested: conditions relating to the shielding/direction of the lights to ensure drivers and pedestrians are not put at risk; shielding necessary to reduce light pollution
