Policy L/OSNC/PR/1
Presumption against development in areas designated as open space. Assessed as overridden by equestrian exception in strategic policies given site history and limited impact.
General Policy 3
Development not permitted outside zoned areas except for exceptions including essential agricultural buildings and equestrian. Proposal qualified under equestrian diversification on rural land.
Environment Policy 2
Protection of High Landscape or Coastal Value areas unless no harm to character/quality or essential location. Officer concluded no harm due to limited visibility, screening, and relation to backdrop.
Environment Policy 19
Equestrian buildings accepted in countryside if no amenity loss, no loss of high-quality ag land, highways accommodate traffic. No concerns raised on these tests.
Environment Policy 20
Presumption against large-scale equestrian in High Landscape Value unless exceptional circumstances. Scale mid-range; exceptions via limited visual impact, prior approval, and adjacent school precedent.
Environment Policy 21
Stables not permitted if detrimental to countryside character in siting/design/size/finish; must reflect purpose, avoid cavity walls. Design/finish appropriate as agricultural barn style, common in schemes.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Lighting removal and control
Within one month of this decision all lighting (except for the single lights above the gable end doors) are to be removed. For the avoidance of doubt this includes the four floodlights which currently run along the eastern elevation of the barn. Furthermore, no approval is hereby given for any lights to be installed to the existing barn or the approved extension unless details are submitted to and approved by the Planning Authority. Reason: In the interests of the character and appearance of the site and surrounding area.
Equestrian use only
The building may be used only for equestrian purposes. Reason: The building has been exceptionally approved solely to meet equestrian need and its subsequent retention would result in an unwarranted intrusion in the countryside.
Matching materials
All external facing and/or roofing materials of the hereby approved barn extension are required to match those of the existing building. Reason: In the interests of the character and appearance of the site and surrounding area.
