General Policy 2
Requires development in accordance with Area Plan zoning and other policies, respecting site/surroundings in siting, scale, design; not adversely affecting townscape character, residential amenity, traffic safety, or public sea views. The officer assessed the small extension as compliant given its matching materials, minimal scale, harbour-side location away from residences, and lack of traffic increase.
Environment Policy 35
Permits only development preserving or enhancing Conservation Area character and protecting special features. In the proposed Port St Mary Conservation Area, the extension's replication of existing lean-to and insignificant scale was found not to harm character or appearance.

Requires new industrial development in Port St Mary harbour to be marine-based, appropriate scale, high standard design/finish, sited adjacent to existing uses, without harming resident amenity or leisure/tourist harbour use. The seafood freezer extension met all tests: marine-based, small/insignificant scale, matching existing cladding, no amenity or access impacts.
Time limit
The development hereby approved shall commence before the expiration of four years from the date of this notice.
