GP2 permits development in accordance with area plan zoning if it respects site/surroundings in siting/layout/scale/design, does not harm amenity/character/road safety/wildlife/views, provides safe access/parking, and considers energy efficiency. Officer assessed the takeaway as compliant despite residential zoning, as actual commercial context prevails; it fits locality character, modern extraction protects amenity from odours, hours safeguard residents, no highways impact, and flue has negligible visual effect.
