General Policy 2
Requires development to respect site and surroundings in siting, scale, design; not adversely affect townscape character, resident amenity, or highway safety/traffic. Officer assessed proposal against criteria (b), (c), (g), (h), (i), finding annex removal improves appearance, terrace recessed to avoid overlooking, parking beneficial, and no safety issues. Residential Design Guidance consulted for parking and neighbour impact.
Environment Policy 36
Permits development outside but close to Conservation Area boundaries only if no detrimental effect on important views. Site abuts Promenades and Ballaquayle Road CAs; officer found front annex removal enhances CA setting by removing poor fabric, rear works not visible, and conditioned frontage treatment to ensure appropriate visual impact.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Frontage treatment scheme
Within 6 months of the demolition of the existing front annex as shown in the approved plans, the applicant must have approved by the Department a scheme for the treatment of the newly expanded frontage, including details of paving and any planting and the timing of such works and the development must be undertaken in accordance with these details. Reason: to ensure that the development has an appropriate visual impact and particularly given the proximity of the adjacent Conservation Areas.
no objection to the application
Highway Services Division objects to the application due to road safety and traffic flow concerns from additional parking. Douglas Borough Council (Dilapidation Enforcement Officer) has no objections.
Key concern: additional parking increasing likelihood of vehicles reversing onto busy public highway near signalised junction, detrimental to road safety
Highway Services Division
ObjectionIncreasing the off street parking capacity and therefore likelihood of vehicles reversing onto or off the public highway is a concern in terms of road safety; It is considered the courtyard area for parking is wide enough without the additional parking space and should be rejected
