General Policy 2
GP2 permits development in accordance with Area Plan zoning if it respects site/surroundings in siting, scale, design; does not adversely affect amenity, character, road safety, or access; and provides satisfactory standards. The officer assessed the proposal as compliant due to its community use matching designation, minimal external changes, adequate parking/access, and location mitigating amenity impacts despite proximity to homes.
Environment Policy 36
ENV36 permits development outside but close to a Conservation Area only if it does not detrimentally affect important views. The officer applied this to refuse wall removal, noting the 1m stone wall softens parked vehicles and adds character, preferring its retention near the Conservation Area boundary.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
No wall removal
No approval is granted to the removal of the existing stone roadside wall as shown in the submitted drawings. Reason: In the interests of the character of the area and the nearby Conservation Area.
Brewing area limited
The community brewing may only be undertaken within the area shown on plan 04 unless otherwise approved by the Department. Reason: To reflect what has been proposed and to control the use of the site.
No external storage
No items may be stored outside of the building. Reason: To control the use and appearance of the site and to ensure that the car parking areas are available for such purposes.
Multiple residents from 53-60 Scarlett Road submitted objections to planning application 19/00268/B, primarily concerning noise, privacy, lack of consultation, and proximity to family homes; no statutory consultees responded.
Key concern: noise and nuisance from events and potential licensed premises affecting nearby family homes only 20 feet away

ObjectionWe need a proper environmental impact study on the effects of the activities planned for this site, and conditions ensuring our continued comfort and privacy; Ideally, we would like to have a limit on how often events happen, perhaps at weekends only, and a definite time for noise to stop

ObjectionWhat will be done to prevent my privacy from being violated?; what will be the noise restrictions?; parking for us residents is already extremely difficult this would no doubt make things even worse
