General Policy 2
Requires development to respect amenity, character, highway safety, and avoid significant harm. Officer assessed proposal against criteria including visual impact, neighbour amenity, highway safety, and ecology, finding no significant adverse effects and compliance with sub-clauses (h & i) on safety.
Environmental Policy 22
Protects neighbouring amenity from noise, disturbance. Increased parking would not significantly raise noise over existing use, and no key disturbance concerns raised by objectors.

Transport Policy 6 - Equal weight for vehicles and pedestrians
Equal consideration for pedestrians. Layout allows easy pedestrian movement; wall removal aids views of footway pedestrians.
