The officer assessed the principle of the use as acceptable under Strategic Policy 1 (SP1) because the proposal optimises an existing under-used building of historic interest in Onchan village centre,…
Strategic Policy 1
Requires optimising use of previously developed land, redundant buildings, efficient site use, and location utilising existing infrastructure. Officer found proposal acceptable as it re-uses under-used chapel in village centre on bus route, accessible on foot, near car parks, superseding worship use.
General Policy 2
Permits development respecting site/surroundings, amenity, highway safety, parking if compliant with Area Plan. Tested against amenity (no significant noise/detriment), highways (shortfall acceptable), character (fits mixed-use). No adverse effects on landscape, wildlife, views, or safety.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Parking retention
The rear parking area shall at all times be made available for the parking of vehicles associated with the approved use and shall be retained available for such use thereafter. Reason: To provide off-street parking in the interest of highway safety.
Operating hours

Reason: In order to maintain the amenities of the area and in line with those hours set out in the application form.

Highway Services objected due to insufficient parking and potential highway safety impacts from pick-up/drop-off movements, while Onchan District Commissioners supported the application subject to traffic mitigation conditions.
Key concern: proposals would result in pick-up/drop-off movements that would be unlikely to be accommodated legally on the public highway without causing an adverse impact on highway safety, movement and the free flow of traffic
Highway Services
