Community Policy 2
Requires new community facilities to serve the local population, be accessible to non-car users, and reuse vacant/underused buildings. The officer found the principle acceptable as the site is centrally located in Onchan (a service village), on a main bus route, near public car parks, and reuses a former chapel no longer in worship use.
General Policy 2
Permits development in line with zoning if it respects surroundings in siting/scale/design, does not harm landscape/townscape character, and avoids adverse amenity impacts. Assessed as compliant due to no significant noise/amenity harm from hours/activities blending with mixed-use locality background noise, and retention of site character.
Appendix 7
Requires 1 space per 15sqm gross floor space for assembly/leisure (9 spaces for 135sqm site), but relaxable for re-use of historic buildings and sites near bus routes without unacceptable on-street parking. Two on-site spaces plus nearby public parking deemed sufficient given Highway Services' non-opposition and site criteria met.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Parking provision
The rear parking area shall at all times be made available for the parking of vehicles associated with the approved use and shall be retained available for such use thereafter. Reason: To provide off-street parking in the interest of highway safety.
Operating hours
No customers shall be onsite outside the following times: 0900 and 2100 hours on weekdays (Monday to Friday); 0800 and 2100 hours on Saturday; 0930 and 2100 hours on Sunday. Reason: In order to maintain the amenities of the area and in line with those hours set out in the application form.

Highways Division do not oppose the application, while Onchan District Commissioners initially requested deferral for parking information and later recommended refusal due to insufficient parking provision; a former tenant clarified they are no longer connected to the site.
