The principle of the proposal is acceptable as the site is designated Industry on the Area Plan for the South 2013, compliant with Employment Proposal 1 and General Policy 2 of the Strategic Plan.
General Policy 2

Environment Policy 1
Directs industrial uses to Balthane Industrial Estate. Site is within designated Industry zone on Area Plan for the South 2013, so subdivision into industrial units fully compliant with zoning.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Cycle storage facilities
Prior to development commencing, details of cycle storage facilities for each unit shall be submitted to and approved in writing. A minimum of two cycle spaces per unit will be required. The cycle storage facilities shall be constructed prior to development being occupied. Reason: to promote alternative modes of travel and support active travel.
Do not oppose subject to condition for cycle storage facilities (minimum two spaces per unit prior to occupation). Principle acceptable in industrial estate; parking and access on balance acceptable despite potential minor loading issues.
Highways Development Control has no objection to the subdivision of the industrial unit subject to a condition requiring cycle storage facilities.
