General Policy 2
General Policy 2 requires sustainable development including modern construction standards. The agent argued new build would comply with GP2(n) via proper foundations, cavity walls, and insulation, superior to renovating the existing structure. Officer accepted this in context of redevelopment.
Environment Policy 35
Requires development in Conservation Areas to preserve or enhance character and protect special features. Assessed via Conservation Officer who found neutral impact acceptable as replacement reintroduces some existing details and materials to maintain architectural interest.
Environmental Policy 39
Presumption in favour of retaining buildings making positive contribution to Conservation Area character. Building contributes positively but demolition accepted due to prohibitive retention costs and neutral replacement impact, overriding presumption based on Conservation Officer advice.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.

Key concern: lack of justification or reason for demolishing the registered building
Ian and Elizabeth Bleasdale
ObjectionI don't see how an application to demolish a registered building can possibly be considered without any *justification* or *reason*?; Basically: why do they want to demolish it?; It seems... to be a rather ‘quaint’ structure, possibly having some industrial archaeological interest; we must register an OBJECTION to this application on the basis of *lack of information*, if nothing else
