26 January 2011 · Senior Planning Officer (delegated under Article 3(13) of the Town and Country (Development Procedure) Order 2005)
Field 434756 (Formally 660), Ballamodha Straight, Ballamodha, Ballasalla, Isle Of Man, IM9 3ay
The proposal sought retrospective permission for widening an existing field access by about 5m, forming a hard-cored access road using hardcore, and levelling the eastern side of the field (up to 2.4m in small areas using existing material compacted in place) for silage storage, plus new hedgerow planting.

The officer noted that the works were less intensive than described, comprising compacted soil rather than concrete or hardcore for the standing area, with hardcore only for the access track.
The Role of Landscape Character in Development
Draft policy for Incised Slopes landscape type seeks to conserve rural character, avoid urbanising influences, minimise loss of hedgerows and ensure developments do not detract from settlement settings. Officer assessed the minor access/track/levelling as not detracting from rural character, comparable to nearby approvals, with hedging proposed; no coalescence, urban edges or significant boundary loss.
Approved plans and scope limitation
This permission relates to the widening of the access, the creation of a hard cored track into the field and the leveling of the eastern side of the field, and the creation of hedging all as shown in drawings 01 and 02 received on 18th November, 2010, 03 received on 15th December, 2010 and 04 received on 21st December, 2010. For clarification, no approval is hereby granted to the laying of any concrete nor to any resurfacing of the levelled, eastern part of the site nor to any change of use of the site from agricultural purposes or open space.
