The officer assessed the proposal's impact on neighbouring amenity and local parking, concluding no unacceptable harm due to the small scale, limited 6-week use during racing periods, and on-site home…
Strategic Plan paragraph 9.5.8
Requires that use of existing private residential properties as tourist accommodation is acceptable if it does not compromise neighbouring residents' amenities. Officer assessed that the limited 6-week use within the dwelling curtilage, with homeowner proximity for control, would not harm amenities, supported by no objections.
Business Policy 13
Generally permits use of private residential properties as tourist accommodation if no compromise to neighbouring amenities. Officer found compliance due to small scale, sufficient parking, and specific temporal limits, distinguishing from refused precedents like flats with greater disruption potential.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Permitted uses
The outbuilding must be used only for domestic storage and as a home office ancillary to the existing dwelling or for tourist accommodation in accordance with this approval. Reason: The Department has assessed the impact of the proposal on the basis of the specific uses and any alternative uses will require further consideration.
Tourist use periods
The additional use of the building for tourist accommodation may only be used from up to 7 days before the first day of practice week for the TT and up to 7 days after the last race day of the TT, and up to 7 days before the first day of practice week for the Manx Grand Prix/Festival of Motorcycling races and up to 7 days after the last race day of the Manx Grand Prix/Festival of Motorcycling races, and in any event no longer than 6 weeks in any one year. Reason: The Department has assessed the impact of the proposal on the specific periods required for in the application and any alternative periods of tourist use will require further consideration.
No independent dwelling
The outbuilding shall not be occupied at any time other than for purposes incidental to the residential use of the dwelling known as 'Thie Gennal' as identified on the approved plans and shall not be occupied as a separate independent dwelling unit. Reason: To ensure proper control of the development and to avoid any future undesirable fragmentation of the curtilage.
No objection
Support - existing parking sufficient for house and proposed tourist use, no highway impact after condition wording clarified
Highways initially deferred the application pending clarification of condition 3 from the previous approval but subsequently confirmed no highway impact and afforded support; Patrick Parish Commissioners raised no objection.
Key concern: uncertainty over wording of condition 3 of previous approval PA 12/00646/B and potential highway impact

DeferThe site parking provision is therefore adequate to accommodate the total site parking demand.; However, it is requested that the applicant ensures that the parking for the dwelling does not obstruct the parking for the tourist unit and vice versa to avoid the possibility of on-street parking occurring adjacent to the site.; The wording of condition 3 of the previous application would not have any highway impact and therefore my highway comments dated 11/07/18 would be unaffected and highway support can be afforded
