1.0 THE APPLICATION SITE 1.1 The application site comprises a parcel of undeveloped land within Field No.210401 which is located on the southern side of the Bretney Road (B3) which is east of The Bretney housing estate and Jurby Village. To the west of the site is Ballagarraghyn Farm. To the south of the site are agricultural fields. The general character of the site is flat land, triangular in shape and made up of grassland. The boundaries of the site are generally made up of Manx sod banks with gorse planting above at a height of approximately 1.5m to 2m+. Views into the site from the Bretney Road are generally screened due to the above landscape features.
2.0 THE PROPOSAL 2.1 The application seeks approval for advertising signage for development site approved under PA21/00278/B. The signage advertises the houses for sale at the entrance of the site off along the Bretney Road. There would be two signs to either side of the entrance which would be non-illuminated and have a height of 5.8m and a width of 2.4m.

4.0 PLANNING POLICY 4.1 Site Designation 4.1.1 In terms of local plan policy, the application site falls within an area designated as 'Proposed Residential' under the IOM Development Order 1982. 5.0 REPRESENTATIONS It should be noted that full comments made by all representations are available on the Online Services - Planning Applications.
5.1 Highway Services (30.11.2022) comment; "After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and /or parking"
6.0 ASSESSMENT Given the land-use designation and the type of development the following elements are relevant to consideration in the determination of this application- (a) principle of development; (b) the potential impact upon the visual amenities of the area; and (c) potential impact upon highway safety.
PRINCIPLE OF DEVELOPMENT 6.1 The first and main issue relating to this application is the principle of signage on the site. It is noted that the signage is in direct association with the development of 23 dwellings.
6.2 The site current appears as being within the countryside; albeit the site is currently under development and approval for 23 dwellings has recently been approved. Accordingly, the General Policy 6, 7 and 8 should be considered together. However, each indicate that any signage should relate to the building and site on which they are to be displayed, which this proposal would.

THE POTENTIAL IMPACT UPON THE VISUAL AMENITIES OF THE AREA 6.3 The relevant policies essential ensure that the signage is in keeping with and do not detract from the surrounding area and landscape. Being signage to advertise the 23 dwellings it is considered the proposals are appropriate and not an uncommon feature when housing developments are being constructed. While signage of this size would not necessary be acceptable as permanent features, being temporary features this concern is eased. The signage is non-illuminated and is simple in form. Overall, as part of the overall development/construction phase of the development it is considered the proposal is acceptable in terms of the visual amenities of the area/landscape.
POTENTIAL IMPACT UPON HIGHWAY SAFETY/PARKING PROVISION 6.4.1 Highway Services have considered the application in terms of the impact upon highway safety for all road users. They have raised no objection.
7.0 CONCLUSION 7.1 Overall, it is considered the proposal would not have any significant adverse impacts upon public or private amenities and would therefore comply with General Policy 2, 6, 7 & 8 of the IOM Strategic Plan 2016.
7.2 It is recommended that the planning application be approved for the reasons given within this report.
