GP2 of the Strategic Plan 2016 requires development to respect the character, amenity and appearance of the locality. The officer assessed the variation against the original condition's intent for landscaping as integral to mitigate landscape impact, finding the new tree planting sufficient to provide comprehensive mitigation, enhance screening to countryside, and integrate the site without adverse effects.

Tree planting implementation and maintenance
All additional tree planting as shown on Hart 32-100 shall be carried out in the next available planting season, unless an alternative planting season is agreed in writing with the Department, then the planting shall be carried out as per that agreement. Any planting which, within a period of 5 years from the completion of the development, in the opinion of the Department is dying, being severely damaged or becoming seriously diseased, shall be replaced by plants of similar size and species to those originally required to be planted.
