The officer assessed the proposal against Strategic Policy 10 and Transport Policy 2, which encourage sustainable integrated transport networks including pedestrian and cycle routes, and General Polic…
Strategic Policy 10
Requires new development to promote integrated transport minimising car journeys, encouraging public transport, pedestrian movement, and not adversely affecting highway safety. Officer found proposal aligns by providing cycle/pedestrian path linking into networks.
General Policy 2
Permits development in line with zoning if it respects site/surroundings in siting/layout/scale, does not harm landscape/townscape/amenity, provides safe access, and avoids unacceptable road safety effects. Cycleway/bus shelter accepted as fitting industrial area without adverse visual or safety impacts.
Transport Policy 2
Requires development layout to provide for bus/pedestrian/cycle routes linking existing systems where appropriate. Proposal's shared path contributes to sustainable network and Active Travel goals.
General Policy 9
Requires provision for public artwork in major developments. Sculpture principle supported in urban context as way-marker but excluded due to lack of design details; to be considered in future application.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
No sculpture approval
For the avoidance of doubt, no approval is granted to the installation of a sculpture on the roundabout. Reason: There is insufficient detail provided for the proposed sculpture and therefore it cannot be determined as part of this application.
Road safety audits
Prior to the commencement of any works relating to the cycle/footpath hereby approved a Stage 1 and Stage 2 Road Safety Audit must be submitted to and approved in writing by the Department. The works must be carried out in accordance with the approved documents and retained as such thereafter. Reason: In the interest of highway safety.
no objection
DO NOT OPPOSE SUBJECT TO CONDITION. Proposed shared path welcomed for sustainable travel connectivity; no objection to principle subject to road safety audits and visibility restrictions.
