The original application for expansion of the existing seasonal camping area at Field 234227, Main Road, Kirk Michael, by installing 14 electric hook-up points for campervan pitches was refused due to harm to the AHLV countryside character, visual impact on the adjacent Conservation Area, and lack of overriding national need. The appellant argued minimal visual change from substituting tent pitches, screening by vegetation, demand from TT/MGP visitors, and no highway safety issues. The inspector found no material harm from western boundary pitches in context of existing race-period activities but significant harm from pitches adjacent to the A3 due to visibility on the rural approach to the village, and no evidence of overriding national need or absence of alternatives for the refused element. Highway safety was accepted. The Minister accepted the inspector's recommendation for a split decision on 3 December 2024, approving western pitches with conditions limiting to race periods, 65 total pitches max, no permanent lighting, and removal of facilities if unused for 24 months.
