Many thanks for agreeing to a slight delay for some of these. a) 21/01258/B Ballakindry Mill, Ballagawne Road. The Commissioners remain concerned about this application and wish to reiterate their previous comments. The Commissioners were particularly concerned that the revised plans exacerbate their concern that a significant part of the original highway would be removed if this application succeeds. They share concerns expressed by the Department of Infrastructure, about access to the site.
b) 22/00473/B Ballamaddrell Cottage, Grenaby Road. The Commissioners were concerned to note significant tree loss with this development but otherwise felt the application was a significan improvement on previous applications.
c) 22/00435/B Field 425114 Nancy's, Ballaglonney Farm, Ronague. The Commissioners did not support this application noting that the original assessment for the previous approval stated that “the main cottage will remain the principle element of the building mass which is the critical consideration. The materials and details of windows, doors and roofing are all appropriate for the character of the building.” It is clear that the proposed development represents a significant expansion of the original proposal and is in the Commissioners view wholly inappropriate for this rural location.
d) 22/00352/B Glen Dene Coan Ny Glion, Glen Road. The Commissioners noted this development is in a conservation area and note this requires a more restrictive interpretation of planning regulations. The Commissioners urge the planning department to ensure the application does not detract from the Conservation Area or set prescedents for similar applications in the Conservation Area. The Commissioners are particularly concerned about traffic management during the construction of this development assuming this application is supported. The Colby Glen Road is very narrow and there are often vehicles parked on the road. Careful consideration needs to be given as to how traffic will be managed during any construction phase of this development.
e) 22/00367/B Ballacannell, Earystane. The Commissioners felt this application had merit, however the Commissioners were concerned to note the misleading comment in the architect’s design statement which

incorrectly asserted that the public road running in front of the property “continues as a private lane leading to the application site.” This is a disappointing inclusion as it has been made clear by the Department of Infrastructure that this is a public road.
f) 22/00294/B Balladoole House, Balladoole. The Commissioners wish to object to this further proposal to develop this historically important building. While the Commissioners welcome the amended plans which at least make endeavour to save the tower from the originally planned works, and reduce the scale of the garage blocks, the amended plans retain the very large scale of the garages and accommodation blocks which will clearly detract from this important building. The Commissioners very much support the suggestion made by the Isle of Man Natural History and Antiquarian Society that “Balladoole House with its tower, battlemented facade and garden boundary wall along with the kitchen vegetable / garden wall (the latter now part of the granary property) should be registered.” It is noted both properties were on the original lists for Registration and the Commissioners are astonished that Registration has not yet happened and request your department to progress this as a matter of urgency.
g) 22/00232/B Upper Kirkill, Ballakillowey Road. The Commissioners wish to reiterate their previous comments, particularly in relation to the agricultural barn for which no agricultural justification has been given. If there is an agricultural justification the Commissioners would of course be interested to read it and may then be persuaded not to object to that element of the application. The following applications were supported by the Commissioners. h) 22/00397/B Ballaman, Ballnahowe. Installation of ground mounted solar array i) 22/00414/B Grianagh, Surby. Single storey extension to front elevation j) 22/00486/B Heatherlea, Ballakillowey Road. Installation of a new vehicular access and driveway and block up existing access entrances. k) 22/00321/B Shenandoah, Grenaby Road. Erection of detached Barn style building for private vehicle storage. l) 22/00295/B 1 The Crofts, The Level. Installation of external flue for woodburning stove. m) 22/00353/B Long Close, Glen Chass Road, Glen Chass. Erection of a replacement garage. n) 21/01423/B Brynsiriol, Ballagale Avenue, Surby.
